EMPLOYMENT TRAINING AND EDUCATION

Training and education assistance is available from a number of sources. This section describes the capabilities of six educational instiutions:

Industrial Training Service

Companies new to Tennessee find the Industrial Training Service one of the state's most attractive inducements. Here, in general terms, is a summary of the program services.

1. Pre-Employment Training. Special programs are designed that focus on developing basic skills for new employees such as quality control, applied mathematics, blueprint reading, measuring instruments, safety, and production procedures. Other items may be added at the company's discretion. Participants are not yet company employees, but they enter these training programs to increase their chances for employment. The program permits the development of basic skills. It also allows the company to observe and evaluate participants for improved employee selection and placement in a job best suited to the employee. In addition, program participants may decide whether they desire to do the type of work performed by the company. It is understood that prospective employees successfully completing this program will be offered employment by the company.

2. On-the-Job Training. This program offers on-the-job development of specific skills and knowledge under actual production conditions. Instruction is based on a thorough task analysis conducted by the Industrial Training Service to ensure proper training on the job and to serve as a basis for evaluation of training progress. Training is provided by company technicians or instructors mutually acceptable to Industrial Training Service and the company.

3. Skill Development Centers. In some cases, employees must have skills and knowledge beyond those required by the general work force. In these cases, the Industrial Training Service will design a training center and implement its operation with local vocational/technical institutions such as Pellissippi State. These skill development centers include machine tool operation, metal fabrication, welding, electronic testing, assembly, etc. Equipment for the training center is provided by the State of Tennessee, the company, or a combination of both.

4. Fork-Truck Operator Training. An instruction program is offered to persons designated by the company as fork-truck operators or to those persons the company expects to place in the job classification. The course is presently provided by Industrial Training Service personnel and includes classroom instruction and fork-truck maneuvers. The course is TOSHA/OSHA approved.

5. First- and Second-Line Supervisory Training. Training is offered to existing supervisory personnel at the first- and second-line level. The program is designed for persons who have been promoted from the technical work level to supervision and those identified by the company to receive promotions. The course is tailored to specific company procedures and management style, focusing on basic principles of supervision, roles, and responsibilities.

6. Job Instructor Training. Additional courses for supervisors, entitled Job Instructor Training, are offered on a company-request basis. The new or potential supervisor is given actual experience teaching workers how to perform their jobs under production conditions. Emphasis in the Job Instructor Training program is on organizing instructional material, presenting the material, demonstrating proper performance of a task, and evaluating and correcting a new employee's performance.

7. Training for Unique Equipment and Processes. In some cases, training programs are developed for companies using new equipment or processes in a new plant or expansion. The Industrial Training Service will assist in developing training programs for key personnel to operate the equipment or process. Upon completion, these key individuals will be trained to instruct other plant personnel. These programs may be conducted in-plant or at other locations having the unique equipment or processes operating.

8. Training Materials. A complete line of training materials is available for new employees and instructors participating in Industrial Training Service programs. These materials include technical training manuals, instructor training manuals, employee orientation handbooks, safety and troubleshooting manuals, videotape films, and photographic materials. Materials may also be developed for the company based upon its training requirements.
