The initiative to develop standards for the electronic exchange of Scientific and Technical Information was promulgated within the Department of Energy in August 1991. At that time the Department adopted as the DOE standard the ISO-8879, Standard Generalized Markup Language (SGML). The Office of Scientific and Technical Information, located in Oak Ridge, TN and responsible for coordinating Scientific and Technical Information within the Department, was given the lead to manage the transition. The goal identified by the 1993 Strategic Plan is to make electronic exchange of full-text DOE scientific and technical information the norm by the year 2000.
