Mr. Arpino, who joined Perceptics Corporation as a division manager in 1989, has been its president since 1992. He is responsible for all functional management of the products, systems, and service businesses of the company, a wholly owned subsidiary of Westinghouse. Perceptics personnel design, sell, and support specialized information systems for government and industry.
Before joining Perceptics, Mr. Arpino was vice president of Philips Consumer Electronics Company. During his 26 years with Philips, he held numerous positions in the United States and in Europe, including general manager of the company's Component Division. Mr. Arpino received a B.S. from Fairfield University and completed the PMD program at the Harvard University Business School.
An associate vice president since 1994, Mr. Ballard is responsible for management of the university's Institute for Public Service, which is charged with packaging and disseminating knowledge and information to serve the educational needs of non-traditional constituents. Technical assistance, management advice, training, library/data base retrievals, and teleconferencing and other video services are provided by the 170- employee organization to city, county, and state officials; industrial managers; health care personnel; and university departments.
Mr. Ballard has served in various positions with the Institute for Public Service, including that of university assistant vice president. He joined the UT staff in 1969 as director of Alumni Programs. He is a member of the Steering Committee, Tennessee Information Infrastructure; of the Information Technology Subcommittee for Tennessee Tomorrow, Inc.; of the Board of Directors, WATTec '95; and of the Board of Directors, Technology 2020. He is a past president of the Southern Consortium of University Public Service Organizations and a past chair and secretary- treasurer of the Tennessee Association of Small Business Services. Mr. Ballard received the B.S. degree from the University of Tennessee and has completed the Tennessee Executive Development Program and the Institute for Leadership Effectiveness in Higher Education program, both at the university.
Ms. Child, who was named to her current position in June 1994, is responsible for the management and strategic direction of the Tennessee Valley Authority's economic development, as well as the delivery of programs and services in this area. She joined TVA as vice president, Community Partnerships, Resource Group, in 1993.
She came to TVA from the City of Knoxville, where she was director of Policy Development and Human Services. Ms. Child previously worked in administration at the University of Tennessee, Southern Illinois University, Western Kentucky University, and Austin Peay State University. She holds B.S. and master's degrees from Middle Tennessee State University.
Mr. Lowe has served as Scott County Executive since 1990. He previously was the owner of businesses in Scott County, and had been a teacher and coach in the Scott County School System.
A graduate of East Tennessee State University, Mr. Lowe is a member of the East Tennessee Development District, the Roane State Community College Advisory Board, the Scott County Chamber of Commerce, the Mountain People's Health Council, the Scott County Recreation Board, and the Oneida Kiwanis.
Mr. Schumpert was elected Knox County Executive in 1994. He previously had served as a Knox County trustee and had been business manager and assistant superintendent of the Knox County School System. Mr. Schumpert was a teacher and coach at Knoxville's Central High School for 17 years.
A member of the County Officials Association of Tennessee and the Downtown Optimist Club, he also is on the boards of the Northside YMCA and the Junior League of Knoxville, where he serves on the community advisory board. Mr. Schumpert is a Leadership Knoxville alumnus. He received the B.S. and M.S. degrees from the University of Tennessee.
Representative Wamp was sworn into office January 4, 1995. He has been elected by his fellow freshman Republicans as their representative on the GOP Steering Committee. He also was named to the House Science Committee, the Transportation and Infrastructure Committee, and the Small Business Committee. Representative Wamp also was elected vice chairman of the Water Resources and Environment Subcommittee, which oversees the Tennessee Valley Authority.
He began his political career as a precinct vice chairman and worked in Chattanooga Mayor Gene Roberts' first campaign. He served as president of the Hamilton County Young Republicans, and later, at age 30, was elected the youngest-ever chairman of the Hamilton County Republican Party. He was appointed regional director of the Tennessee Republican Party in 1989. Representative Wamp has worked in his family's architectural and development business and has been a leading real estate broker in the Chattanooga area. He grew up in Chattanooga and attended the University of North Carolina and the University of Tennessee.
